At this time, there is no way to completely disable submission if there are any valid records.

In Portal 2.0 and Workspaces, the user importing data will be notified that there are fields with errors and prompted to correct them, but will ultimately still be able to submit their data.

When using the most recent version of our SDK in Portal 3.0, the user importing data will only be able to submit the valid rows with completely valid data, and will see the rows without valid data omitted from the final upload. They will have the chance to discard these rows or go back and edit them for import.
