Custom fields are a per-template setting, so there is no way within the Flatfile application to determine who is able to add custom fields to their import. If this is a feature you need, we recommend creating two Portals in your application - one using a template that allows custom fields and one using a template that doesn't allow custom fields - and displaying the Portal that allows custom fields only to the users who should be allowed to import custom fields. Any users who shouldn't be allowed to import custom fields should see the Portal that does not allow custom fields as part of that import.
